How to Access Snapchat Memories
Snapchat Memories allows you to both store snaps you take through the Snapchat app and upload existing photos/videos from your device.
Open the Snapchat app and navigate to the camera tab (if you're not on it already) by swiping left or right through the tabs.
Tap the small circle displayed directly beneath the camera button.
How to Start Uploading Your Photos and Videos
Allow Snapchat to access your camera roll by agreeing to give the app permission. Your camera roll or other photo/video folder is never backed up by Snapchat, so photos and videos you see here don't actually exist on the app.
Select a photo or video to send as a message to friends or post as a story.
Tap the blue send button to send your uploaded snap to friends as a message or to post it as a story.
If you want to create a story from an uploaded photo or video, you can tap on the menu icon in the top right corner while in editing mode and select the option labeled Create Story from this Photo/Video. You'll be able to select additional photos or videos to create your story, which will live in your Memories tab and aren't posted to your stories until you press and hold on a story to share it.
Since Snapchat has a 10-second limit to videos, you'll have to cut your video clip down to 10 seconds or less before uploading it to Snapchat.
Before the Memories feature was introduced, there used to be several apps available from third-party developers that claimed to help Snapchat users upload photos or videos to Snapchat.

The key difference with those and any other snaps added to a story through Memories, however, is quality: video added through the feature (whether filmed on your mobile camera app, or within Snapchat) has a grainier feel than video filmed directly within the app and added directly to a story at that time. Snapchat says you can use Memories to create new Stories from Snaps you've taken. The app previously allowed users to save snaps to the iPhone's camera roll, but there hasn't been a way to save photos for later until now. Uploading From Gallery to Snapchat CHAT (iOS and Android)
In its 2016 update, Snapchat introduced the chat 2.0 feature. To upload pictures from your gallery to Snapchat CHAT, you can simply go to your gallery or camera roll and select the picture. Tap on the share icon and select Snapchat.

For iOS devices, we have found no way of uploading from your camera roll to your Snapchat STORY without jailbreaking your phone.
All the third-party iOS apps that have claimed to be able to upload photos from your Cameral roll to your Snapchat Story no longer works; I wonder if they ever worked.

Other Ways To Upload From Gallery To Snapchat STORY
That said, an alternative to uploading pictures and videos from your gallery to Snapchat Stories and mind you, this is widely used and is in no way illegal is by taking a picture of your picture, or a video of your video from your Snapchat camera.
That is, you open the picture or video on another device and take a picture or video of the device's screen from your Snapchat. So if you do use third-party apps, upload a maximum of 1 picture from your gallery using such apps and at least 5 photos from your Snapchat app per day. Snapchat gives you the provision of uploading from your gallery to Snapchat CHAT. Because Stories are real-time. And a photo or video from your gallery is not.
2. Photo Saver is a tool to save photos from another device to your phone. It cannot be used to upload photos to Snapchat Stories.
3. Casper app works for Android phones. However, casper is a third-party app and using a third-party app to access Snapchat could result in getting locked out of Snapchat. The Phantom app integrates with your Snapchat app, allowing you to upload videos and photos from your Camera Roll to Snapchat.
5. The last resort: open your photo or video on another device and take a picture or video of it from your Snapchat's camera screen.

Saving your own snaps is something you should do before you post the image or video to your story!
Film a video or take an image using the Snapchat app.
The image or video was successfully saved to your memories if the text underneath the button changes from save to saved.
Open the image or video and tap on the three dots on the top right corner. Alternatively, you can long-tap the image or video.
Choose Export Snap from the menu and save the image to your camera roll or another app.
